The method employs a man machine processor (MMP:4A), a central control subsystem (CCS:1A) which contains a software subsystem (MMS:9A), an operation maintenance processor (OMP:5A), an interconnect network subsystem (INS:2A) which contains a software subsystem (NTS:10A), a control software block (RCO:12A), a number translation software block (NTR:13A), a number translation processor (NTP:6A), and an access switching subsystem (ASS:3A) which contains an access switching processor (ASP:7A).
