The invention relates to a binder for use in the preparation of a light surface coating, where the coating or cover comprises a binder and a combination of a filler and at least one additive. The binder itself contains a mixture of at least distilled bitumen and tall oil tar. A filler, especially one consisting of binder fibres, combined with tall oil tar, is preferably added to the binder.
