PSEUDO MOVING PICTURE INPUT OUTPUT DEVICE

PURPOSE:To display picture data while its precision is improved in a pseudo way by thinning out the picture data for each frame of a moving picture, blocking the result, revising a sampling position in the unit of picture elements, coding the data and interpolating a block of a preceding frame with a block of a succeeding frame. CONSTITUTION:A CPU 101 allows an A/D converter section 109 to sample a picture signal of a 1st frame of a moving picture fetched from a camera 104 and the sampled signal is expanded in a picture memory 103. Then the CPU 101 thinnes out two picture elements each from picture data of a 1st frame of the expanded moving picture to form 4X4 blocks and to implement coding processing and the result is stored in a database section 106. Then the picture element position to be thinned out is shifted sequentially as to a 2nd and succeeding frames and the processing is implemented. When the operator implements the operation of displaying the moving picture, The CPU 101 interpolates a decoded picture element at a frame before the decoded frame and the result is displayed on a monitor 111 based on the interleaved value and a block size.
