PURPOSE: To easily adjust a clamping angle of a manual operation means at fitting the manual operation means to a handlebar tube of a bicycle or the like, by fixing the manual operation means on the handlebar tube through a spherical joint by tightening a bolt. CONSTITUTION: When a hand brake 10, a bar end, etc., are mounted on a handlebar tube 14 of a bicycle's handlebar, a joint 20 having an outer peripheral surface 23 is slidably attached on the outer surface 21 of the tube 14. This joint 20 is formed in a split ring structure to be attached to the handlebar pipe 14. A housing 30 including a slotted clamping sleeve 31 having a spherical inner surface is externally fitted to the outer peripheral surface of the joint 20, and a bolt screwed to a pair of ear parts of the housing 30 is secured to fix the housing 30 onto the tube 14 to tightening, which pivots a brake lever 11 on the bolt 32.
