PURPOSE:To surely orientate the accident spot of a distribution line with a simple structure by changing the optical transmission characteristics of an optical fiber in response to the occurrence of an accident to generate accident occurrence information and accident spot orientating information. CONSTITUTION:An optical fiber bundle (2x) made of plural optical fibers is provided along utility poles (1a to 1m) within the predetermined block of a distribution line. Also, sensor (3a to 3m) is provided in the respective utility poles. Further, a child station 4 is provided. In the child station 4, an optical signal generating means connected with the start end of the optical fiber to generate an optical signal transmitted through plural optical fibers from the adjacent other block is provided. Also, a means connected with the finish end of the respective plural optical fibers to produce the presence/absence of occurrence of accidents and the accident spot orientating information in response to an optical signal provided through each optical fiber is provided. Thereby, The address information of the accident occurrence spot may be easily generated.
