A heating insulating material is used for a principal portion of a combustion chamber in an engine (1), with a compressor joined to a turbine (21), and a turbocharger (2) supercharging the engine (1) with suction air. An electric motor (3) is mounted on a rotary shaft (22) of the turbine and a sensor (13,14) detects the operational condition of the engine. An oxygen enriching mechanism (6) has an oxygen enriching film. A compressor (23) fixed to the rotary shaft (22) of the turbine sends the oxygen enriched air to the engine, and a control unit (5) controls the motor for supporting the operation of the compressor and regulate the flow rate of the oxygen enriched air in accordance with the operational condition of the engine.
