The spacer block is constructed of insulator material, such as motar, wood or plastic resin, in the shape of hexahedron, which is divided into two symmetrical halves, each having on its inner side a semi-circular section groove for placing a tube hose for filling cement grout and on its outer side a plurality of grooves of a semi-circular section for placing steel wires each covered with a protective insulation tube. For the construction of an anchor, an anchor prestructure is formed of a plurality of the spacer blocks assembled of half blocks each having steel wires and a grout hose in a length and is placed underground through a hole to pour cement grout through the hose and apply electric heat through the wires to the grout for faster curing to shorten the construction time. The wires are fastened to the reinforcing beams.
