A resilient elongate tubular member (2), formed from a substantially water impermeable material, having opposed open first and second ends with the first end dimensioned to engage an exterior surface of the boss (86) or other member and a second portion dimensioned to pass over a plug (12) and be resiliently expanded thereby to minimize penetration of liquid between the tubular member and the plug or other member to achieve a substantially waterproof engagement therebetween. Reinforcing strands are provided to strengthen the tubular member in its axial direction while allowing expansion of the tubular member in its circumferential direction. The invention relates further to a face plate (70) for an electrical outlet (77) having a pair of bosses each supporting, on an exterior surface thereof, a tubular member for encasing a plug and the boss. The invention also relates to a method of using the tubular member.
