PURPOSE:To provide the picture compander whose circuit scale is small. CONSTITUTION:The picture compander is provided with a DCT block 22 comprising shift registers 31,33, a serial DCT 32 and a transposition RAM 34, a quantization block 23 quantizing output data resulting from DCT arithmetic operation,.a coding/decoding block 24 applying coding/decoding to an output from the quantization block 23 and a division timing controller 25 implementing division timing control using a work memory 21 thrice. Then the division timing controller 25 controls the transposition RAM 34 and the work memory 21 in a prescribed timing to use the work memory 21 in three ways; a block line memory storing an original picture by prescribed lines, a block code allocation memory storing the code quantity allocation amount to each block and a code memory storing generated codes. |
