<p>PURPOSE:To enhance a compressing and encoding efficiency and to realize high picture quality conversion which is made into a low rate by orthogonally converting an input picture signal, removing noise so as to reduce deterioration in a movable part through the use of the orthogonal conversion coefficient and compression-encoding the conversion coefficient whose noise is removed. CONSTITUTION:The input picture signal 21 is divided into blocks whose size is previously fixed by an orthogonal converting means 1 and applies orthogonal conversion at evey block. The noise of the orthogonal conversion coefficient 22 is removed by a noise removing means 2. The orthogonal conversion coefficient 23 whose noise is removed is inputted to a bit assigning means 3 and an optimum quantization bit number is fixed concerning the respective orthogonal conversion coefficients inside the block. In the meantime, the coefficient 23 is inputted to the quantizing means 4 and processed quantization by following the quantization bit number 24 of the respective orthogonal conversion coefficients outputted from the means 3. The orthogonal conversion coefficient 25 for which quantization is processed is inputted to an encoding means 5, converted to a previously fixed code and outputted to a transmission line, etc.</p> |
