PURPOSE:To transfer a file from a remote host by a person who does not have a use right on a local host without temporarily borrowing the use right of others. CONSTITUTION:An access right management file 7 consisting of an access right management record 8 is constituted on a local host computer 1. When a file transfer request is given from a remote host computer 2, a file transfer request judgement means 4 checks whether the name of a transfer opposite party during the file transfer request has the use right on the local host computer 1 or not. When the name does not have the use right, it is compared with the content of the access right management record 8 by using an access right judgement means 5 and a transfer file management means 6 so as to judge the propriety of the execution of the file transfer request.
