PURPOSE:To compress information quantity required for recording by employing a means adopting a high efficiency coding technology for a video signal suitable for a picture characteristic. CONSTITUTION:A high efficiency coding section 4 implements moving compensation inter-frame prediction coding, a DCT orthogonal coding, entropy coding processing and generates coded signals YE, CRE of a luminance and color difference components. A high efficiency decoding section 12 implements reverse signal processing to that of the high efficiency coding section 4 and decodes picture signals Y, CR of the luminance component and the color difference component. The high efficiency coding technology for the video signal consists of combinations of moving compensation inter-frame prediction coding, orthogonal transformation coding by discrete cosine transformation(DCT) and entropy coding. Then the redundancy of the picture in the timewise direction is reduced by the moving compensation inter-frame prediction coding and the redundancy of the picture in the 2-dimension horizontal and vertical regions is reduced by the orthogonal transformation coding. Furthermore, a code bit number required for recording is compressed by entropy coding. |
