PURPOSE:To obtain a video telephone system capable of controlling the picture quality of a prescribed portion on a video screen as high picture quality or low picture quality. CONSTITUTION:In the video telephone system provided with a transmitter for transmitting a video signal and a receiver for receiving the video signal, the transmitter is provided with a character generation part 31 for segmenting an image photographed by a video camera 12 to an optional size, an image specification part 32 for specifying an image segmented by the generation part 31 and a quantization part 15 for setting up the image specified by the specification part 32 as high picture quality or low picture quality. |
