A flange (4d) abuts the cladding plates (2) and has a dia. greater than the shaft (4c). The holding sleeve has a retaining bore (1a) for a fastening (3), securable in a foundation (1). When viewed in the cross-sectional direction, the shaft outer contour is oval. The largest shaft dia. (D) is offset through 90 deg. w.r.t the smallest dia. (d), with the latter smaller up to 20 percent. The shaft outer contour may be formed by radially extending, longitudinal ribs (4e), located over the length of the shaft.
