PURPOSE:To facilitate the redundant constitution of a terminal and the move of a terminal line by connecting the packet terminal of the same address to two different stations. CONSTITUTION:A PT 204 sends a CR packet having a terminal address '400-0001' to be called. Corresponding to the station number '400' in the terminal address to be called of this CR packet, a PKS 201 retrieves a station number table 101. In this case, since the terminal to be called is a DPT 205, a pointer to a duplex belonging station number storage station identifier table 104. Thus, the duplex belonging station number storage station identifier table 104 is retrieved, the identifier of a station housing the DPT 205 of the terminal to be called is selected, and a repeater line number in an azimuth to be calculated is obtained by retrieving an azimuth table 103 with this identifier. Then, the CR packet is sent to this repeater line.
