PURPOSE:To prevent even a slight amount of phosphoric acid from accumulating in the inner wall of a heat exchanger and avoid a bad effet on a continuous driving function by installing a cleaning apparatus which receives water or steam from a cooling water circulation system and sprays water or steam to the inside of the heat exchanger. CONSTITUTION:Steam 15S obtained by gas-liquid separation in a steam separator 15 maintains high steam pressure equilibrating with the cooling water temperature and by keeping an automatic valve 24 of a cleaning apparatus 21 open for a set period, pressure water 15W is supplied to a pressure spraying-type nozzle 22 and jetted out of the nozzle 22 to a divided chamber in an air electrode off gas 30A side of an exhaust heat recovery heat exchanger 4 and blown to the walls of an apparatus including the heat exchanger while being evaporated. Consequently, the steam is conveyed to the inside of the exhaust heat recovery heat exchanger 4 by the air electrode off gas 30A and the phosphoric acid which is coagulated and adheres to the walls of the apparatus is steam-cleaned by the high temperature steam sprayed from the nozzle and the accumulation of the phosphoric acid and formation of metal oxides are prevented.
