An abnormality informing means 18 informs the abnormality of the system when the abnormality is detected by the diagnostic means 12. A history recording means 15 records the history recording information and the control recording information of the diagnosis and the initialization and a history writing means 16 writes the history recording information and the control recording information in the history recording means 15. A diagnostic confirming means 14 confirms the validity of the diagnostic means 12 and the initialization means 13 themselves at the time of the normal completion of the diagnosis and the initialization.
