PURPOSE:To securely and easily realize the optimum control of generated code quantity at every frame and to provide a image encoding device where encoding processing delay is short with a smaller hardware. CONSTITUTION:CNT39 sets the target value of generated code quantity at every frame and allocates generated code quantity at every block in the respective frames so that the target value is satisfied. Q-JDG3 obtains a quantization characteristic by which code quantity that is actually generated becomes a value nearest to an allocation value as to the respective blocks. CNT39 adds up actual generated code quantity in a frame unit based on the output of ACC47 and compensates an error with generated code quantity. Thus, actual generated code quantity is precisely adjusted to the target value and the error between the target value and actual generated code quantity can successively be corrected and therefore the overflow/underflow of a transmission buffer can be prevented. At that time, encoding delay is reduced and device constitution is small sized. |
