PURPOSE:To set a cost suited to the state of a traffic and the significance of a communication by controlling a route, cost, and transmitting speech according to the change of the traffic during a communication. CONSTITUTION:At the time of operating the communication from a node A to a node D, a route A B C D is preliminarily set. When the traffic between B C is congested during the communication, a communication cost is increased, and a network monitoring device 4 communicates the increase of the communication cost to a change instructor 5. The change instructor 5 instructs the change of the cost to a display device 9. An operator permits the increase of the cost by using an inputting device 10 when the communication is important, and instructs the change of the route, or the change of the transmitting speed when the communication is not important. |
