PURPOSE:To prevent a large effect from being influenced onto connection and interruption processing of calls from other line by minimizing a communication quantity between a call processing circuit and a packet processing unit. CONSTITUTION:When a packet processor 3a receives a packet or a request signal from a packet terminal equipment 5a or a call processor 2, a restart state discrimination section 22 reads it and discriminates whether or not the packet is an SQ/SI packet and reads the state of a relevant physical line from a packet processing section 31 when the packet is the SQ/SI packet when the packet is the SQ/SI packet to discriminate whether or not the state is in the operating state. In the case of the operating state, a restart state discrimination section 32 uses a physical line number whose restart state is subject to change for an argument to start a charging information edit section 33, which extracts charging information for multiplexed virtual calls entirely from the packet processing section 31 based thereon and adds all charging data and edits the sum to one charging information and the edit result is informed to the call processor 2.
