An industrially advantageous process for producing 1-cyclopropyl-6-fluoro-1,4-dihydro-8-methoxy-7-(3-methylaminopiperidin o)-4-oxo-3-quinolinecarboxylic acid represented by formula (II) by hydrolyzing a compound represented by general formula (I) wherein R1 and R2 may be the same or different from each other and each represents hydrogen or lower alkyl, or alternatively R1 and R2 are combined with each other to form a 5- or 6-membered cyclic amino group together with the nitrogen atom to which they are bonded.
