PURPOSE:To release the congestion efficiently by preventing call interruption of each communication control module due to processor congestion in the congestion control of the exchange so as to reduce a time till the release of congestion. CONSTITUTION:A packet exchange 6 has a monitor module 2 monitoring the operating rate of a CPU of a communication control module 3, and the monitor module 2 informs a congestion prediction signal 204 to a node control module 1 when the operating rate of the CPU of the communication control module 3 is higher than its tendency by a default and less than a predetermined congestion reference rate to allow the communication control module 3 to restrict the data reception. When the operating rate of the CPU of the communication control module 3 is lower than the default of the operating rate of the CPU, the monitor module 2 sends a congestion release signal 206 to a node control module 1 to release the processor congestion of the communication control module 3. |
