The system also includes conduit for interconnecting tank (10) and vapor disposal system (36), and blower (24) in the conduit for applying a vacuum to tank (10). The loading apparatus pressure and blower vacuum act to move vapor from tank (10) to vapor disposal system (36). By-pass conduit (23) is formed about and between outlet and inlet sides of blower (24), and valve (25) provided in by-pass conduit (23) is reponsive to vacuum at that inlet side of blower (24), progressively opening to permit by-pass flow of vapor from the outlet side to the inlet side of blower (24). Valve (25) provides maximum by-pass when the vacuum approaches a predetermined maximum level.
