<p>PURPOSE:To improve an encoding efficiency by reducing a calculating amount required for the extraction of a moving vector at the time of the predictive encoding between moving compensating frames of a video signal, and suppressing the increase of a predictive error. CONSTITUTION:A difference value between adjacent picture elements in horizontal and vertical directions in a present frame is searched by a difference circuit 3, and the picture elements whose difference value is judged to be beyond a prescribed threshold value 6 by a comparator 5 are judged to be the outline of a screen. Then, at the time of the prediction of the next frame, the retrieval of the moving vector is operated only to the picture elements which are judged to be the outline by a movement detecting circuit 9. The setting of the threshold value or a retrieval range can be changed according to a required picture quality or compressibility.</p> |
