PURPOSE:To smoothly start and stop a boiler by providing a gas branch pipe in the upstream of a gas turbine in an exhaust gas line of connecting a furnace to the gas turbine, and providing a flow regulating valve on the halfway of this branch pipe. CONSTITUTION:Pressure air 8, after it is supplied into a pressure vessel 7, is supplied into a combustion furnace 1 as combustion air via an air box 24 in a lower part of an air dispersing plate 6, to form a fluidized bed 10 by fluidizing a medium particle 2. A bypass pipe 35 and a bypass valve 32, bypassing a gas turbine 12 from its inlet to outlet, are set up in an exhaust gas line 13. When a gas flow speed is increased higher than a predetermined value, the bypass valve 32 is closed to pressurize the fluidized bed 10. When the gas flow speed is decreased lower than the predetermined value, the bypass valve 32 is opened to decrease a pressure of the fluidized bed 10. In this way, the gas flow speed can be adjusted to the predetermined value, and a boiler can be smoothly started and stopped.
