The method provides the following features. The video data is obtained by the quantization to get the number of quantized bits according to the mode set in the plural pixels which are obtained after field image is divided into the several blocks and each block is arranged on the matrix, the mode data that mark the quantization mode distinction in every individual block are symbolized to have the same unit bit number as the video data, and the corresponding mode data are recorded into the preamble of each block.
