PURPOSE: To supply uniform electric charge by arranging an ion generating device so that it is in contact with an electric charge retaining surface or it is near to the surface. CONSTITUTION: This device is constituted so that the electric charge is electrostatically charged on the electric charge retaining surface 90. Besides, it is constituted of an insulating supporting substrate 82, a high-resistance material layer 86 covering the substrate 82 and a high-voltage bus 84 coupled to the layer 86 so as to obtain high-voltage potential between both ends of the layer 86. By this high-resistance electrostatic charge device, uniform electrostatic charge potential is obtained so as to electrostatically charging ion on the electric charge retaining surface 90.
