PURPOSE:To perform the compression processing of encoded video information as it is. CONSTITUTION:This method is characterized by reproducing a video source 110-2 by a reproducing device 101 and encoding it by a variable rate encoding part 102 and giving a pointer to it by a pointer management part 103-1 and storing it in a storage medium 104 and extracting a video frame based on a compression time (threshold) to display it on a display device 110-1 by a main control part 105 in response to input 111 of this threshold from a user.
