The said system consists in the intrinsic collaboration between a message-concentrating unit, a central exploitation unit, various visualization screens, printers, data-storage devices with inclusion of exploitation and management software, resulting in the modular telephones and the validation and identification units and the access units, together with the regional billing centres and the validation and billing centre, together with the terminals of the collection entities, by means of the interchange of various specific exploitation messages within the management system of the modular public telephone, controlling the entire context and operation arising from actuation thereof.
