The advantage of the invention is to have a simple circuit and exactly discriminate the frequency of input signal. The device comprises a synchronic pulse signal generating section for generating the first signal and the second signal in order by synchronizing an input signal and a reference signal, a lower frequency discriminating section for generating a control signal when the lower setting frequency and the input signal are the same, an upper frequency discriminating section for performing the same as the above with high frequency, a reset control section, a frequency discriminating section for counting pulses and outputting discriminated signals.
