A condom catheter (20) having a sheath (38) and a smaller diameter tube (24) separated by a cone-shaped transition section (28) with adhesive (36) on the inner surface of the sheath (38) and most of the transition section (26). The catheter is intended for a male having a recessed penis. The transition section (26) is fastened to the penile tip such that the penile shaft may be pulled from pelvic skin so that the sheath (38) can be unrolled onto the penile shaft so that when the penis recesses back into the pelvic skin, the catheter remains fastened to the penile shaft.
