This device comprises a feed pump (33) coupled up to a reservoir (tank) (32) and also to a nozzle (42) secured to the panel and fed via a flexible tube (50), this flexible tube comprising, in accordance with the invention, two separate lengths (53, 52) as well as a hydraulic coupling (60) of the self-seal type consisting of a lower housing mounted on the body (30) and of an upper housing secured to the flap (20) so that the first length of the tube which is fixed to the body (30) is in communication with the other length (52) which is secured to the panel (20) solely when this panel (20) is in the closed position.
