PROBLEM TO BE SOLVED: To provide an inexpensive hydraulic power device having high conversion efficiency by enabling a plurality of vanes to always generate torque in the upstream and the downstream by a simple mechanism. SOLUTION: When water flows, drag and lift are generated in the vanes 4, and since the vanes 4 are supported in front of the center of the drag and the lift, the torque is generated in the vanes 4, and the respective vanes rotate in the direction for becoming the downstream on the trailing edge of the vanes up to an angle (an elavation angle)αfor balancing with restoring force by a spring 7. Thus, the torque is generated mainly by the lift in the vicinity of a phase of about 0 degree ((1) position) of the vanes, mainly by the drag in the vicinity of a phase of 90 degrees ((2) to (3) position), and mainly by the lift in the vicinity of a phase of about 180 degrees ((3) to (4)).
