The apparatus prevents picture quality decreasment caused by line tilt by setting line rotation region of scrambling. The apparatus includes a random number generator (30) for generating random number at every horizontal line by initializing data of vertical recoiling region, an adder (31) for adding value corresponding to descrambling region (T1) to output the number of the random number generator (30), a first and a second counter (32,33) for counting the sampling number of prior and before descrambling region (T3) to generate read/write address signal of a first and a second line memory (21,22), a load signal generator (34) for generating load signal at the border point of nonscrambling regions (T1,T2), and a load signal extractor (35) for generating read/write enable signal to be transmitted to the first and the second counter (32,33).
