The apparatus is placed at a wanted position on the weak earth ground e.g. sea bottom, mud flat and sandy field, in suspension from a barge, sprays high pressure water while crushing the earth, and draws off the water and the crushed earth. The apparatus comprises a hollow frame (10) radially connected with high pressure water passageways (11); a water jacket (20) having a high pressure spraying means; a high pressure water suction pipe (31) connected with the upper part of the hollow frame (10) for supplying the high pressure water though the passageways (11); a discharge pipe (32) connected with a pump (62) for drawing off the earth crushed in an impeller (40); a load weight (50) equipped in the upper part of the frame.
