CONSTITUTION: An optical fiber feed head 41 is connected to an empty ductlet 12 in an existing telephone cable through a tube 49. While controlling the feeding amount of an optical fiber 46 by driving wheels 47, 48, the fiber 46 is supplied from a leading port 43. An air medium is allowed to flow into an air inlet 45. The fiber 46 is led into the ductlet 12 together with the gas flow and laid in the ductlet 12.
