PURPOSE:To obtain the picture coder in which an excellent picture is obtained by reducing noise unpleasant visually such as mosquito noise due to a quantization error of a high frequency component. CONSTITUTION:A block processing section 11 divides picture data into blocks in which nXn sets in spatial arrangement are used one block and the picture data of the divided block are subjected to DCT by an orthogonal transform processing section 12 to calculate a transform coefficient. A quantization processing section 13 divides one block into plural areas and a transform coefficient of an area including a high frequency component is quantized while a minimum digit is rounded off and the transform coefficient of the other area is quantized while the minimum digit is rounded. |
