<p>PURPOSE:To encode a dynamic image by preventing the deviation of encoding errors from being generated due to the local feature between screens in real time. CONSTITUTION:When detecting a motion vector (c) for motion compensation by a motion vector detecting device 2, an inter-frame difference value (d) (vi and vj) of a block to be simultaneously obtained is supplied to an encoding amount allocation circuit 4. This encoding amount allocation circuit 4 obtains the gum of the inter-frame difference value (d) (vi and vj) in a GOF(group off frame) frame period (for example, three picture frame period) and the sum of the inter-frame difference value (d) (vi and vj) for each picture frame, thereby deciding the allocation for picture frame of the encoded bit number set by the GOF frame based on the comparison. By this allocation, each picture frame is encoded by the allocated number of encoding bits in a quantization circuit 10.</p> |
