PURPOSE: To electrostatically isolate a supply source of water-based conductive coating material from an electrostatic change type discharge machine and to forcedly pump the coating material between the supply source and the discharge machine by connecting a piston pump of a large vessel between two shuttle devices and transferring the coating material from the supply source to the electrostatic discharge machine. CONSTITUTION: The first shuttle device 24 is movable between an neutral position and a transfer position and is electrically isolated from a filling station 14 connected to the coating material supply source 18 in the neutral position. The coating material is delivered via a coupling device 20 to the piston pump 32 in the transfer position. The second shuttle device 48 is movable relative to a release station 36 between the neutral position and the transfer position. The second shuttle device is parted from the release station 36 in the neutral position and the coating material is delivered from the piston pump 32 via the coupling device 20 to the second piston pump 52 in the transfer position. The coating material delivered to the second piston pump 52 is sent to the electrostatic coating material discharge machine 54.
