<p>PURPOSE:To send compressed picture information subject to variable length coding efficiently together with information other than the picture information in the unit of data blocks each having a prescribed data quantity and to send the compressed picture information subject to variable length coding in the unit of areas being divisions of each pattern efficiently together with information other than the picture information while minimizing the effect of the production of a code error on a transmission line onto a picture. CONSTITUTION:A high efficiency coding circuit 5 applies variable length coding to an area in the unit of areas being divisions of each pattern and sends a prescribed data quantity in the unit of data blocks to a transmission line 17. In this case, a border information generating circuit 11 generates border information representing a position in a data block at a border between sets of picture information of each area, arranges the information to a prescribed part of each data block, specific data able to be distinguished from border information to data block prescribed parts whose number is variable, voice information from an A/D converter 6 is given to a data block including the specific data and control information from a control information input terminal 4 is given to the prescribed part including the specific data and the result is sent.</p> |
