BAND SPLIT TYPE PICTURE CODER

PURPOSE:To improve the picture quality efficiently by coding of a slave band by selecting the coding system for the slave band in response to the picture quality of the major band after coding. CONSTITUTION:An input picture inputted from an input terminal 111 is divided into major bands by a major band divider 11. The major band of the divided input picture is inputted to a major band coder 12, in which the major band of the input picture is coded and outputted to a major band decoder 13 and a slave band coding system decision device 15. The major band decoder 13 decodes the major band of the coded input picture. A slave band divider 14 divides the slave band from the major band inputted from the decoder 13 and the input picture inputted from the input terminal 111. The slave band coding system decision device 15 decides the slave band coding system based on the input picture, the slave band of the input picture and the major band. A slave band coder 16 based on the result of the output of the slave band coding system decision device 15 codes the slave band of the input picture divided by the slave band divider 14.
