PURPOSE:To improve compressibility almost without generating the degradation of a picture quality by omitting the transmission of the block of difference data. CONSTITUTION:In a cosine transform circuit, original data Si are converted into data (ti), the data (ti) are stored in a field (or frame) memory, and the data are read out from the memory so that (8X8) cosine blocks can be constituted. That is, the data are pulled-out at every prescribed sample in a horizontal direction and/or vertical direction, an original block constituted of (nXn) pixel data are prepared, and a difference block constituted of (nXm) pixel data are prepared by the difference data between the adjacent pixel data in the horizontal (vertical) direction and the original data, so that the original block and the difference block can be prepared. Each block is encoded by a conversion code, and the significant coefficient data among those prepared by encoding the difference block by the conversion code are transmitted, and a flag indicating the omission of the transmission of the coefficient data is transmitted in the case of the absence of the significant one. |
