A composite binder consisting, on the one hand, of an aqueous emulsion of at least one hydrocarbon binder and, on the other hand, of at least one hydraulic binder, which is characterised in that it also contains at least one adjuvant intended to control the rate of setting of the hydraulic binder in order to obtain a liquid product with a viscosity of less than 1 Pa s.
