PURPOSE:To provide the encoder corresponding to a video processing with various input processing patterns by performing the common encoding processing about a video signal with different patterns by the first encoding means. CONSTITUTION:A thinning filter 12 performs the band restriction in the horizontal and vertical directions of a picture B and takes the picture element as a picture C having the same number of picture elements as a thinning picture A. A first encoding device 14 outputs an encoding signal X with the same processing, compression rate, and data amount regardless of the modes of a switch 13. An interpolation filter 16 outputs a picture D with the number of picture elements of a reproduction signal picture A of the picture C interpolated, and a second encoding means 18 encodes an addition picture E of a subtracter 17, outputting an encoding signal Y. Thus, as the encoding means 14 performs the common encoding processing on pictures A and B, the encoding can be performed even when a video signal with different input signal, and the encoding data can be decoded by any decoder. |
