CONSTITUTION:Nonwoven fabric 1 constituted of natural fiber, chemical fiber and other materials is provided. After that, bar-shaped bodies 3 constituted of styrene, neoprene and other materials or solids having a free shape such as a spherical shape, etc., are formed. Then, the solids such as bar-shaped bodies 3, etc., are covered with the nonwoven fabric l of original textile fabrics before connecting between fibers of the nonwoven fabric. In addition, needle punching, etc., are made around the solids such as bar-shaped bodies 3, etc., and the solids are maintained in the nonwoven fabric 1 in a loose constrained state regularly or irregularly. The solids are mounted on the upper surface of a concrete slab 5, etc., as buffers, and floor boards 4 are provided on them.
