PURPOSE:To improve encoding efficiency by making picture data into a block so that code quantity becomes small in accordance with the kind of a moving picture when the picture frame of the picture of an interlace system to be in-frame-orthogonal-transform-coded over its entirety is inter-frame-predictive- coded as being left in its form. CONSTITUTION:The picture data rearranged by a picture data relocating device 02 is stored in a field memory 06, and is sent to an in-frame blocking device 07 and an in-field blocking device 08. In this blocking device 07, two blocks of 16-picture elements X1 to 16 lines) and 16-picture elements)X(17 to 32 lines) are constituted in the frame, and in the blocking device 08, two blocks of 16- picture elements X(odd fields) and 16-picture elements X (even fields) are constituted in the field.
