The circuit generates the sampling frequency needed for band- compressed recording & reproduction and compresses bandwidth with record & reproducing circuit to achieve high quality image of video devices while maintaining conventional format. The circuit includes an A/D converter (100), a sampling frequency generator (70) for generating the sampling frequency needed for band- compressing record, a sampling section (110), a color frame pulse input section (80), a digital signal processor (120) for processing the (n-1) bit digital signal from the sampling section (110), and a D/A converter (130).
