PURPOSE:To stably enable nitrifying and denitrifying treatment by furthermore promoting nitrifying capacity in comparison with a conventional method in which an immobilizing technique is utilized. CONSTITUTION:A hollow structure 14 having a tube formed of an organic high polymer or an inorganic substance high in oxygen permeability is immersed into the inside of a nitrification tank 5. The liquid to be treated is nitrified by organism slime formed on the surface of the hollow structure and then denitrified in a denitrification tank 7. The amount of immobilized nitrifying bacteria is more stabilized and also nitrifying capacity is promoted.
