PURPOSE:To improve the cleaning property of toner from a photoreceptor, make the injection of charges into the toner hard to occur, suppress the generation of a surface stain on an image, and further improve the image quality. CONSTITUTION:A developing device 13 and a cleaning device 20 with a cleaning brush 23 are provided in sequence respectively in the traveling direction of a photoreceptor 11 to face the photoreceptor 11, and the cleaning resistance between the cleaning device 20 and the photoreceptor 11 is made larger than the developing resistance between the developing device 13 and the photoreceptor 11. |
