摘要 PURPOSE:To prevent the increase of encoding amount and to improve the picture quality by comparing a transmission block with the synthesis value of the low- pass component of the former frame an the other component and performing inter-frame prediction or motion compensation. CONSTITUTION:In the intra-information, switches SW1 and SW2 are connected to terminals 9 and 27 respectively, and the transmission block is inputted to a first VLC circuit 15 through a conversion circuit 13 performing the discrete cosine change and a quantization circuit 14 and subjected to variable length- encoding. On the inter-information, the switches SW1 and SW2 are connected to terminals 12 and 26 respectively, and a differential signal is outputted through a subtracter 19 and subjected to variable length-encoding. When the current macro block is a meaningless block, a conversion coefficient is cleared to zero. The macro block quantized by the quantization circuit 14 is transferred after being subjected to variable length encoding in the first VLC circuit 15. The inverse quantization and the inverse conversion are performed in circuits 22 and 23, and signal is stored in the first memory 25 through an adder 24.
